lines for comments a surveys?

HI i tryed to put the code in for the lines and surveys but it didn't work? im not sure where to put the code in at is it after each thing that you have in the section about me?? do i put the code by itself? im not sure how to make it work. is this the HTML code i put after each thing i have in "About me section or it just certin things in that section?? <style>table, td, li, p, div, textarea {border-color:blue}
